The Bureau of Reclamation on July 31 released the Final Environmental Impact Statement for future Colorado River operations, establishing an adaptive framework for managing Lake Powell and Lake Mead through 2036.
The Colorado River system supplies water to approximately 40 million Americans across seven Western states and Mexico, making the operational guidelines among the most consequential federal water management decisions in the country.
The preferred alternative outlined in the Final EIS must balance competing demands from irrigated agriculture, municipal water supply, hydroelectric power generation and ecological preservation. A Record of Decision formalizing the binding operational guidelines is expected to follow.
The Colorado River has been in a prolonged drought cycle that brought Lake Mead to historically low levels in recent years, prompting mandatory water cuts for Arizona, Nevada and Mexico. While recent wet years have partially refilled the reservoirs, long-term projections show continued supply-demand imbalances.
The seven Colorado River Basin states — Arizona, California, Colorado, Nevada, New Mexico, Utah and Wyoming — have been negotiating water-sharing frameworks for years. The Final EIS reflects input from all basin states, tribal nations, environmental groups and other stakeholders.
The river’s water allocations were originally set in the 1922 Colorado Compact, which divided flows based on supply estimates that scientists later determined were inflated. Every operational framework since has attempted to reconcile those original allocations with actual water availability.
Agricultural users consume the largest share of Colorado River water, but rapidly growing cities including Phoenix, Las Vegas and Los Angeles are competing for a fixed and potentially shrinking supply.
