Subcommittee on Modernization and Innovation Chairwoman Stephanie Bice announced on July 28 that she has formally requested funding to develop My Intelligent Assistant, a secure and customizable artificial intelligence agent for the U.S. House of Representatives, and confirmed that funding has been secured for PRISM, a new database application designed to modernize digital infrastructure critical to the House Rules Committee.
My Intelligent Assistant, also known as Mia, is intended to help House staff perform essential tasks, quickly locate information, interact with various House systems and data sources, and support the creation of customized skills and tools aimed at improving office efficiency. The planned system is part of ongoing efforts to introduce advanced technology into congressional operations.
PRISM will replace the Rules Committee’s current legacy system with a more secure platform capable of handling increased amendment intake, managing data across multiple workflows, automating document generation, statutory reporting, analytical outputs, among other functions. The new system aims to streamline committee operations during legislative processes.
“The Subcommittee is committed to creating an environment where staff are encouraged and enabled to build state-of-the-art tools that help us work better for our constituents,” said Chairwoman Bice. “House staff are already building AI tools for managing schedules, summarizing bills, monitoring floor activity, and more. Mia will accelerate the kind of ongoing innovation that’s needed to ensure that Congress remains current. PRISM will also help us work better for our constituents by ensuring that we can consistently and reliably represent their views in the legislative process.”
The Modernization Initiatives Account was established in the Fiscal Year 2021 Legislative Branch Appropriations Act with a goal of supporting improvements across House operations. Since its inception, it has funded several projects aimed at increasing congressional efficiency. Funding requests such as those made by Bice must be approved by both the House Appropriations Legislative Branch Subcommittee and the full Appropriations Committee.
The House Administration Committee serves as a standing committee within the U.S. House focused on administrative matters including oversight of federal elections and Capitol security; it played a role in passing measures like the Help America Vote Act in 2002, which provided over $3 billion for voting system improvements according to the official website.
