The Department of Energy on July 28 announced that Utah, Tennessee, Oklahoma, Louisiana and Idaho are being considered as host sites for Nuclear Lifecycle Innovation Campuses, a major step in the Trump administration’s nuclear energy expansion agenda.
The campuses are designed to modernize the nation’s nuclear fuel cycle infrastructure, covering the full lifecycle from uranium enrichment through waste management. Each campus would serve as a hub for research, workforce training and advanced reactor deployment.
The initiative is the first concrete step toward rebuilding U.S. nuclear fuel cycle independence, which has eroded over decades as the nation became increasingly reliant on foreign-sourced uranium enrichment and fuel fabrication services.
The five candidate states were selected based on existing nuclear infrastructure, workforce capacity and state-level support for nuclear energy development. Idaho and Tennessee are home to the Idaho National Laboratory and Oak Ridge National Laboratory, respectively, both of which are DOE nuclear research facilities.
The campus initiative connects to the broader U.S. civil nuclear cooperation strategy being pursued with Saudi Arabia, Paraguay and other nations. Domestic fuel cycle capacity is a prerequisite for fulfilling international nuclear cooperation commitments.
The United States currently imports a significant share of its enriched uranium, including from Russia-linked suppliers. Domestic lifecycle campuses would reduce that dependency and create a self-sustaining nuclear fuel supply chain.
Each selected state would see significant economic investment, including construction jobs, permanent research positions and supporting industries that serve nuclear facilities.
