The order was issued under emergency authority granted by the Federal Power Act, which allows the energy secretary to mandate grid reliability measures when the power system faces imminent threats. The repeated use of emergency authority within a single month underscores accelerating concerns about the resilience of the nation’s electrical infrastructure.
The 17-state order required grid operators to maintain reserve generation capacity and take other steps to prevent cascading failures during peak demand periods. Extreme heat drives up electricity consumption as households and businesses run air conditioning systems at maximum capacity, straining generation and transmission networks.
The Department of Energy did not immediately disclose which 17 states were covered by the order. Previous emergency orders have typically targeted regions served by grid operators in the South, Southwest, and Midwest, where summer heat waves place the greatest stress on the power system.
The back-to-back emergency orders reflect a pattern that energy analysts have warned could become routine as climate-driven heat events intensify and electricity demand grows from data centers, electric vehicles, and other emerging loads.
Grid reliability has become a bipartisan concern in Congress, with lawmakers from both parties pressing the administration for long-term solutions that go beyond emergency measures. The Department of Energy has pointed to the administration’s investments in new generation capacity, including natural gas and nuclear power, as part of its strategy to shore up the grid.
Hospitals, water treatment facilities, and other critical infrastructure depend on reliable electricity, making grid stability a public health and safety issue during extreme heat events.
