United States Attorney Clint Johnson announced on July 21 the results of the July Federal Grand Jury 2025-B indictments for the Northern District of Oklahoma.
The indictments charge several individuals with violations of United States law. The return of an indictment is a method to inform a defendant of alleged federal law violations, which must be proven in court beyond a reasonable doubt to overcome a defendant’s presumption of innocence.
David Michael Brown, 32, of Mounds, is charged with possession of child pornography in Indian Country. Quentin Robert Cahoon, 31, of Miami, faces charges including drug conspiracy and attempted possession of methamphetamine with intent to distribute. Franklin Earl Frazier II, 46, of Bristow, is charged with aggravated sexual abuse and abusive sexual contact involving minors under 12 years old. Jonathan Charles Hicks, 35 and identified as transient and a member of the Muscogee Creek Nation, is charged with carjacking and related firearm offenses. Cody Lane Killion, also 35 and transient as well as a member of the Cherokee Nation, faces multiple charges including carjacking and Hobbs Act robbery.
Additional defendants include Angel Manuel Lopez Castro (unlawful reentry after removal), Francisco Ramon Lopez Leyva (unlawful reentry after removal), Samuel Diaz Ramos (possession of firearm by an alien unlawfully present and unlawful reentry), and Aaron Chase Sanders (possession of child pornography). Each case lists specific investigative agencies involved such as Homeland Security Investigations; local police departments; FBI; Bureau of Alcohol, Tobacco, Firearms and Explosives; Drug Enforcement Administration; Bureau of Indian Affairs; tribal police departments; Creek County Sheriff’s Office; Bixby Police Department; Tulsa Police Department; Wyandotte Nation Police Department; Quapaw Nation Marshal Service.
