The House Committee on Oversight and Government Reform Chairman James Comer announced on July 20 that a full committee markup will take place on Wednesday, July 22, at 10:00 a.m. Eastern Time to consider legislation targeting prescription drug prices, congressional oversight of the District of Columbia, and federal government efficiency.
Chairman James Comer said, “The House Oversight Committee will advance commonsense legislation to hold pharmacy benefit managers accountable for predatory practices that drive up the cost of lifesaving medications for all Americans and threaten the survival of our independent pharmacies. We will also consider legislation to strengthen congressional oversight of Washington, D.C.’s taxing authority and protect residents and local businesses from reckless tax hikes that would further weaken the District’s economy. I look forward to advancing these bills and other good government reforms that deliver results for the American people.”
Among the bills under consideration is H.R. 6610, Pharmacists Fight Back Act, which establishes new requirements for pharmacy benefit managers participating in the Federal Employees Health Benefits Program. The bill requires fair reimbursement practices for pharmacies, mandates manufacturer rebates be applied to reduce beneficiaries’ costs, prohibits steering patients toward affiliated pharmacies, and introduces penalties for noncompliance.
Other proposed legislation includes H.R. 9720 (D.C. Taxing Authority Review Act), which would require Congress to approve any new or increased taxes or fees passed by the District of Columbia before they take effect; H.R. 9725 (Restoring Integrity and Efficiency to Inspector General Oversight Act of 2025), which abolishes the Council of Inspectors General on Integrity and Efficiency after one year while transferring certain responsibilities; H.R. 9643 (Comment Integrity and Management Act), aimed at improving management of electronic comments in federal rulemaking; and H.R. 9741 (Eleanor Holmes Norton District of Columbia Tuition Assistance Grant Program Act), renaming an existing tuition assistance program.
Various postal naming bills are also scheduled for consideration en bloc during this session.
The markup is set for July 22 at 10:00 a.m., located in Room 2154 Rayburn House Office Building in Washington, D.C., with proceedings open to both public attendance and press coverage via livestream.
