ICE arrests suspect charged with murder and sexual assault of 2-year-old in Virginia

U.S. Immigration and Customs Enforcement arrested Raul Genesis Ortiz Moran, an undocumented immigrant from Mexico, who has been charged with second-degree murder and aggravated sexual battery in the death of a 2-year-old girl in Virginia, according to a July 22 statement from the Department of Homeland Security.

Local authorities reported that on July 4, the child’s mother brought her to the Goochland County Sheriff’s Office. Deputies attempted life-saving measures before transporting her to a local hospital, where she later died. The Louisa County Sheriff’s Department arrested Moran as a suspect. After ICE lodged a detainer, Louisa County transferred him into federal custody.

Assistant Secretary Lauren Bis said, “This monster sexually assaulted and murdered a 2-year-old girl in Virginia. Thanks to the cooperation of our local law enforcement partners, this killer is off the streets and will face justice for his crimes. This horrific tragedy was completely avoidable, because this illegal alien should have never been in our country. Governor Spanberger’s sanctuary policies have made Virginia a hotbed for illegal alien crime.”

Moran entered the United States at an unknown date and location. During her first days in office, Governor Abigail Spanberger signed executive orders banning state cooperation with ICE and terminating 287(g) state and local agreements.

The Department of Homeland Security listed several recent cases involving undocumented immigrants facing charges ranging from rape and abduction to production of child sexual abuse material across various counties in Virginia during May and June.
