WASHINGTON — The Massachusetts Army National Guard and the Paraguayan Armed Forces marked 25 years of bilateral partnership under the National Guard Bureau’s State Partnership Program on Sept. 24, one of the longest-running state-to-nation security relationships in the program’s history.

Massachusetts Guard soldiers conducted joint engineering infrastructure renovation at Paraguayan military training facilities in July as part of the anniversary activities, according to the U.S. Army.

The State Partnership Program pairs National Guard units from all 54 U.S. states and territories with partner nations worldwide, building security relationships through sustained military-to-military engagement. The program has been recognized as one of the Defense Department’s most cost-effective tools for international security cooperation.

The Massachusetts-Paraguay partnership has produced a quarter-century of joint training, infrastructure projects and institutional relationship-building that has persisted across multiple U.S. and Paraguayan administrations. The durability of the relationship demonstrates the program’s designed strength: connecting specific states with specific nations to build institutional bonds that outlast individual deployments.

Paraguay, located in South America’s Southern Cone, maintains an active security cooperation relationship with the United States through U.S. Southern Command. The partnership includes counter-narcotics cooperation, disaster response coordination and military professionalization support.

The National Guard’s dual role — serving both as a domestic reserve force and as a deployable component of the active military — makes Guard units uniquely suited for the State Partnership Program. Guard members bring civilian professional skills in engineering, medicine, law enforcement and other fields alongside their military training.

The 25th anniversary milestone reflects the program’s sustained bipartisan support in Congress and across the defense establishment. The SPP has expanded significantly since its creation in 1993 and now includes partnerships spanning every geographic combatant command.
