A federal indictment unsealed on July 22 charges Collin Shane Kirby, 37, of Oklahoma City, with distributing a controlled substance analogue resulting in death, according to United States Attorney Robert J. Troester.
The indictment alleges that Kirby distributed a substance containing N-Propionitrile Chlorphine, also known as cychlorphine—a synthetic opioid—to another individual on December 12, 2025. The individual later died after using the cychlorphine allegedly provided by Kirby.
If convicted, Kirby faces a minimum sentence of 20 years and up to life in federal prison and could be fined up to $1 million. Authorities emphasized that the charge is an allegation, and that the defendant is presumed innocent unless proven guilty beyond a reasonable doubt.
The investigation was conducted by the Drug Enforcement Administration and the Oklahoma Bureau of Narcotics and Dangerous Drugs. Assistant U.S. Attorney Elizabeth Joynes is prosecuting the case. Reference is made to public filings for additional information.
