The Bureau of Reclamation on July 31 published its Final Environmental Impact Statement establishing an adaptive decision framework for managing operations at Lake Powell and Lake Mead through 2036, the most consequential update to Colorado River management in a generation.
The preferred alternative will guide water allocations for seven western states — Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming — as the river system continues to face prolonged drought stress that has drawn down the nation’s two largest reservoirs to historically low levels in recent years.
The framework adopts an adaptive approach, meaning operational decisions at the two massive dams will adjust based on reservoir levels and hydrological conditions rather than following fixed allocation schedules. The approach is designed to provide flexibility as water managers contend with climate uncertainty and competing demands from agriculture, municipalities, tribes, and the environment.
The Colorado River supplies water to more than 40 million Americans and irrigates roughly 5.5 million acres of farmland. The system also generates hydroelectric power at Glen Canyon Dam and Hoover Dam, serving customers across the Southwest.
Negotiations over the river’s future have been among the most contentious in western water politics, with lower-basin states like Arizona and Nevada seeking protections against disproportionate cuts while upper-basin states like Colorado and Wyoming work to preserve their development rights.
The Bureau of Reclamation said the final EIS reflects input from tribal nations, state governments, water districts, environmental groups, and the public gathered during an extensive comment period.
The document sets the policy foundation that will shape the next decade of water management decisions in the American West, with a Record of Decision expected to follow.
