PHMSA Advisory Bulletin Reminds Oil Pipeline Operators to Update Facility Response Plans. The Pipelines and Hazardous Materials Safety Administration (PHMSA) is issuing this advisory bulletin to remind all onshore oil pipeline operators of the circumstances of the 2010 Marshall, Mich., pipeline accident and the need to update Facility Response Plans (FRPs) every five years from the date of last submission or the last approval. Plans must also be updated whenever new or different operating conditions would affect the implementation of a response plan. This bulletin also announces that FRPs found to meet the requirements of PHMSA's regulations at Part 194 will be posted on PHMSA’s Web site for public viewing. Prior to posting, plans will be subject to redaction by PHMSA in accordance with the Freedom of Information Act and other applicable Federal law.
