FMCSA Requests Input on Proposed Changes to SMS Website: This week, the Federal Motor Carrier Safety Administration (FMCSA) began previewing proposed enhancements to its Safety Measurement System (SMS) website where companies and the public can find safety information on motor carriers. The agency undertook the proposed changes based on stakeholder feedback on the current site. The updated webpage features a more user-friendly navigation, creates a one-stop shop for FMCSA safety information and will make important information easier to understand for motor carriers that want to improve their safety performance. The proposed SMS redesign was announced in a Federal Register notice and provided a 60-day comment period. The proposed changes can be viewed at https://csa.fmcsa.dot.gov/SMSPreview/. Pipeline and Hazardous Materials Safety Administration (PHMSA) Extends Comment Period for Advanced Notice of Proposed Rulemaking (ANPRM) on Rail Hazmat Safety. In a Federal Register notice published Nov. 5, PHMSA extended the deadline for public comment by 30 days on revisions to its regulations for hazardous materials carried by rail. The new deadline for comment is Dec. 5. Due to a request received from the Sierra Club on behalf of several environmental groups, PHMSA agreed to extend the comment period for the Advance Notice of Proposed Rulemaking to give the public sufficient time to review proposed changes in rail safety, in particular regarding tank cars transporting crude oil.
