Energy Department publishes notice on March 29

The US Energy Department published a five page notice on March 29, according to the U.S. Government Publishing Office.

The notice is focused on Policy on Excess Federal Power.

The Department oversees energy policies and is involved in how the US handles nuclear programs. Downsizing the Federal Government, a project aimed at lowering taxes and boosting federal efficiency, said the Department's misguided energy regulations have caused large losses to consumers for decades.

Notices are required documents detailing rules and regulations being proposed by each federal department. This allows the public to see what issues legislators and federal departments are focusing on.

Any person or organization can comment on the proposed rules. Departments and agencies must then address “significant issues raised in comments and discuss any changes made,” the Federal Register says.

On July 19, 1983, Puget Sound Power & Light Company (Puget Power) filed a license application for the proposed Thunder Creek Project No. 3913, to be located on Thunder Creek in Skagit County, Washington. On March 4, 1996, Puget Power filed a letter withdrawing its license application. No motion in opposition to the withdrawal was filed, and the Commission took no action to disallow the withdrawal. Accordingly, pursuant to Rule 216 of the Commission's Rules of Practice and Procedure,\1\ the withdrawal became effective on March 19, 1996.

In response to a request by the U.S. Department of the Interior (Interior), FERC staff will host a technical conference on the questions raised by Interior economists regarding the economic analysis in the Biological Assessment. The conference is scheduled for April 3, 1996, from 9:00 a.m. until 5:00 p.m. in Room No. 3M-2A, located on the third floor of 888 First Street NE., Washington, D.C. If necessary, the conference will reconvene at 9:00 a.m. on April 4, 1996. This conference is neither a hearing nor a settlement conference. It will provide an opportunity for representatives of Interior and the Commission staff to raise questions and exchange information concerning the Commission's economic analysis. Interested parties are welcome to attend and observe the conference, but participation will be limited to the Commission and Interior. The FEA is for a license amendment application to relocate a portion of a transmission line for the GreenupProject. The FEA finds that approval of the application would not constitute a major federal action significantly affecting the human environment. The Greenup Project is located on the Ohio River in Greenup County, Kentucky and Scioto County, Ohio. The FEA was written by staff in the Office of Hydropower Licensing, Federal Energy Regulatory Commission.
