The US State Department published a six page notice on June 29, according to the U.S. Government Publishing Office.

The notice is focused on Bureau of Educational and Cultural Affairs Request for Proposals: College and University Affiliations Program.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.
