The notice is focused on In the Matter of the Designation of Jama'atu Ansarul Muslimina Fi Biladis-Sudan Also Known as Ansaru Aso Known as Ansarul Muslimina Fi Biladis Sudan Also Known as Vanguards for the Protection of Muslims in Black Africa Also Known as JAMBS Also Known as Jama'atu Ansaril Muslimina Fi Biladis Sudan as a Foreign Terrorist Organization Pursuant to Section 219 of the Immigration and Nationality Act, as Amended.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.

Notices are required documents detailing rules and regulations being proposed by each federal department. This allows the public to see what issues legislators and federal departments are focusing on.

Any person or organization can comment on the proposed rules. Departments and agencies must then address “significant issues raised in comments and discuss any changes made,” the Federal Register says.
