Notice published on Dec. 19 by State Department

The US State Department published a one page notice on Dec. 19, according to the U.S. Government Publishing Office.

The notice is focused on In the Matter of the Designation of Saleh al-Qarawi also known as Saleh Al Qarawi also known as Saleh Abudullah Saleh Al Qarawi also known as Saleh bin Abdullah al-Qarawi also known as Akhuk al Saghir also known as Fawakeh also known as Mootasem also known as Abu Yahya Al Qarawi also known as Najm Al-Kheir as a Specially Designated Global Terrorist pursuant to Section 1(b) of Executive Order 13224, as amended.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.

Notices are required documents detailing rules and regulations being proposed by each federal department. This allows the public to see what issues legislators and federal departments are focusing on.

Any person or organization can comment on the proposed rules. Departments and agencies must then address “significant issues raised in comments and discuss any changes made,” the Federal Register says.
