The Department is primarily focused on food nutrition, with assistance programs making up 80 percent of its budget. Downsizing the Federal Government, a project aimed at lowering taxes and boosting federal efficiency, said the Department implements too many regulations and restrictions and impedes the economy.

Under clause 3 of rule XII, memorials were presented and referred as follows:
9. The SPEAKER presented a memorial of the House of Representatives of the Commonwealth of Kentucky, relative to House Resolution No. 105, urging Congress to enact legislation granting the United States Department of Agriculture jurisdiction over labeling requirements for imitation meat products; to the Committee on Agriculture.
10. Also, a memorial of the House of Representatives of the State of Illinois of Illinois, relative to House Resolution No. 76, urging the U.S. Congress to introduce and pass legislation that eliminates both the Government Pension Offset and the Windfall Elimination Provision; to the Committee on Ways and Means.
