International Dolphin Conservation Program Act: By a unanimous vote of 99 yeas (Vote No. 207), Senate passed S. 39, to amend the Marine Mammal Protection Act of 1972 to support the International Dolphin Conservation Program in the eastern tropical Pacific Ocean, after agreeing to a committee amendment in the nature of a substitute, and the following amendment proposed thereto:

International Dolphin Conservation Program Act: Committee on Commerce, Science, and Transportation was discharged from further consideration of H.R. 408, to amend the Marine Mammal Protection Act of 1972 to support the International Dolphin Conservation Program in the eastern tropical Pacific Ocean, and the bill was then passed, after striking all after the enacting clause and inserting in lieu thereof the text of S. 39, Senate companion measure, as passed by the Senate.
