A letter from the Secretary, Department of Agriculture, transmitting a draft bill ``To amend the United States Grain Standards Act to extend the authority of the Secretary of Agriculture to collect fees to cover administrative and supervisory costs, to extend the authorization of appropriations for such Act, and for other purposes''; to the Committee on Agriculture.

A letter from the Chief, Regulations Branch, Customs and Border Protection, Department of Homeland Security, transmitting the Department's ``Major'' final rule -- Electronic Transmission of Passenger and Crew Manifests for Vessels and Aircraft [CBP Decision 05-15] (RIN: 1651-AA37) received March 30, 2005, pursuant to 5 U.S.C. 801(a)(1)(A); to the Committee on Homeland Security.
