None of the funds made available by this Act may be used to recover Community Development Block Grant disaster recovery funds from any eligible homeowner recipient impacted by Hurricane Katrina or Hurricane Rita who used such funds to restore the homeowner's home to a habitable state and has made an honest attempt to utilize the funds for their intended purpose and comply with the covenants of the grant agreement.
