Testimony was heard from Gen. Barry McCaffrey, USA, (Ret.), Director, Office of National Drug Control Policy; Adm. Robert E. Kramek, USCG, Commandant, U.S. Coast Guard, Department of Transportation and U.S. Interdiction Coordinator; and public witnesses.
