The Congressional Record is a unique source of public documentation. It started in 1873, documenting nearly all the major and minor policies being discussed and debated.
“PROVIDING FOR CONSIDERATION OF H.J. RES. 38, DISAPPROVING A RULE SUBMITTED BY THE DEPARTMENT OF THE INTERIOR” mentioning the Department of Interior was published in the House of Representatives section on pages H801-H802 on Jan. 31, 2017.
The Department oversees more than 500 million acres of land. Downsizing the Federal Government, a project aimed at lowering taxes and boosting federal efficiency, said the department has contributed to a growing water crisis and holds many lands which could be better managed.
The publication is reproduced in full below:

A motion to reconsider was laid on the table.
personal explanation
Ms. LOFGREN. Mr. Speaker, I was detained at a classified briefing with the Secretary of Homeland Security causing me to miss these two votes. Had I been present, I would have voted ``nay'' on rollcall No. 68 and ``nay'' on rollcall No. 69.
