The Department provides billions in unemployment insurance, which peaked around 2011 though spending had declined before the pandemic. Downsizing the Federal Government, a project aimed at lowering taxes and boosting federal efficiency, claimed the Department funds "ineffective and duplicative services" and overregulates the workplace.

Mr. CARTER of Georgia. Madam Speaker, I rise today to recognize PepsiCo for being awarded the Excellency in Disability Inclusion Award from the U.S. Department of Labor.
They were given the highest level of achievement under this program--
the Gold Award. PepsiCo was chosen because it showed the company proactively recruits, hires, retains, and advances individuals with disabilities not only to comply, but excel by making this a part of the PepsiCo brand. They truly set a positive example for companies across the U.S.
It is imperative that companies foster the spirit of disability inclusion, and I am encouraged by their efforts. This momentous achievement was made possible by ``Pepsi Achieving Change Together,'' or the PepsiACT.
The PepsiAct is Pepsi's formal partnership with Disability Solutions at Ability Beyond, which is a nonprofit specializing in corporate disability recruiting programs.
In the year ahead, PepsiCo will participate in a ``Year of Engagement'' program to share their best practices and encourage other employers to adopt them.
