The House in Committee of the Whole House on the State of the Union had under consideration the bill (H.R. 3043) making appropriations for the Departments of Labor, Health and Human Services, and Education, and related agencies for the fiscal year ending September 30, 2008, and for other purposes:

Mr. EHLERS. Madam Chairman, I wish to clarify my comments made during debate on my amendment to reduce the U.S. Department of Labor's Departmental Management--Salaries and Expenses account and increase the U.S. Department of Education--School Improvement Programs' Mathematics and Science Partnerships program by $15.666 million. My amendment added Section 522 to H.R. 3043's General Provisions. It is my intention that all programs within the Labor Department's Departmental Management--

Salaries and Expenses account be within the Secretary of Labor's discretion to accommodate this reduction.
