Schrup, 63, and his wife, Carlotta Lea Schrup, 54, of Chester, Maryland. The service will be held at Christ Episcopal Church. The Schrups died in a plane crash near Ocean City, Maryland, on Friday, March 15th. Mr. Schrup was Director of Training with the Criminal Division of the U.S. Department of Justice. Mrs. Schrup served at the National Endowment for the Arts.
As Director of the Criminal Division's Training Center, Schrup was instrumental in developing partnerships with a variety of other federal agencies and outside resource organizations and was a driving force for introducing cutting edge technology, dramatically expanding the number of state-of-the-art training opportunities available to Division personnel. Schrup will be remembered by his friends and colleagues for his firm commitment to his profession and his exemplary service to the Criminal Division.
Tom Schrup was a 1964 graduate of the University of Iowa College of Law. He served for almost 20 years as a prosecutor in Iowa before coming to Washington, D.C. in 1984, first as an Assistant County Attorney in Dubuque, and then as an Assistant U.S. Attorney in the Northern District of Iowa. From 1984 to 1991, he served as Director of the Attorney General's Advocacy Institute, the Department's training arm, and later as Director of the Office of Legal Education. In 1991, he joined the Criminal Division as Director of the Criminal Division's Office of Professional Development and Training, and in 1996, was appointed Director of the Criminal Division's Training Center.
Schrup is survived by three children: Susan Piekenbrock of Dubuque, Iowa; Thomas G. Schrup, Jr., MD, of St. Joseph, Minnesota; and Stephen L. Schrup, of Annapolis, Maryland, and 5 grandchildren. Carlotta Schrup is survived by her mother, two brothers, Raymond DeAngelis of Sarver, Pennsylvania, Martin DeAngelis of Natrona, Pennsylvania, a sister, Debbie DeAngelis of Brackenridge, Pennsylvania, and a stepdaughter, Annette Settle of Dillsburg, Pennsylvania. 02-170
