For this reason, the law requires that tax shelters be registered with the IRS, and that lists of those who participate in them be maintained and provided to the IRS upon request. Today’s petition seeks to enforce the law,” said Eileen J. O’Connor, Assistant Attorney General in charge of the Department’s Tax Division. 03-460
