The court's ruling helps to reform an unlawful system by placing management of the elections in the hands of an impartial and respected Referee-Administrator.” Today, U.S. District Court Judge Tom S. Lee barred Ike Brown from participating as an administrator of Democratic primary elections in Noxubee County. Judge Lee appointed the Hon. Reuben V. Anderson, former Mississippi Supreme Court Justice, as a Referee-Administrator to replace Brown as the administrator of primary elections through 2011. 07-665
