WASHINGTON, DC - The Energy and Power Subcommittee, chaired by Rep. Ed Whitfield (R-KY), will hold a hearing next week to review draft text of the Promoting New Manufacturing Act, legislation to advance the timely issuance of air permits needed to build modern new factories and other energy intensive projects. An important component of the Architecture of Abundance, this legislation will help facilitate a new manufacturing renaissance and allow Americans to realize the benefits of our growing energy development. The hearing will be held next Wednesday, May 21, 2014, at 10:00 a.m. in room 2322 of the Rayburn House Office Building
By increasing transparency and predictability in the preconstruction permit process, the Promoting New Manufacturing Act will encourage building and industrial development in the U.S. and investment in new job-creating manufacturing projects. The draft legislation addresses air permits issued under the Clear Air Act’s preconstruction permitting program known as the New Source Review (NSR) program. It would create a permitting dashboard, ensure timely guidance regarding permitting requirements, and direct the EPA administrator to report annually to Congress on actions taken by the agency to expedite the permitting process.
“America is experiencing an energy revolution that has the potential to transform our economy beyond just the energy sector. Our energy abundance holds great potential for our manufacturers and other energy intensive industries, yet red tape is still a major barrier to new projects and holding back investment. This legislation will facilitate timely permitting for new projects and expansions so we can unleash America’s energy potential, build more factories, and create more jobs," said Whitfield.
House Energy and Commerce Committee Chairman Fred Upton (R-MI) added, “In recent years America has emerged as the world’s new energy superpower, but our leadership in manufacturing has been needlessly threatened. This legislation will allow us to take full advantage of America’s competitive energy edge, and help turn our energy abundance into a manufacturing renaissance. This bill will send the signal that we are serious about putting folks back to work and encourage private capital currently stuck on the sidelines to be invested in America again."
