Votes on Ratepayer Protection Act and TROL Act WEDNESDAY

The Subcommittee on Energy and Power and the Subcommittee on Commerce Manufacturing and Trade will each hold a hold a markup on Wednesday, April 22, 2015.

The Subcommittee on Energy and Power will consider a discussion draft of the Ratepayer Protection Act beginning at 10 a.m. in room 2123 of the Rayburn House Office Building. Authored by Energy and Power Subcommittee Chairman Ed Whitfield (R-KY) and Rep. Morgan Griffith (R-VA), the Ratepayer Protection Act seeks to empower states to protect families and businesses from higher electricity rates and other harmful effects of EPA’s pending rule to regulate carbon dioxide emissions from existing power plants. The legislation would allow for the completion of judicial review of any final rule before requiring states to comply with the extensive requirements of the regulation. The bill would also ensure that states would not be forced to implement a specific state or federal plan under any final 111(d) rule if the state’s governor determined it would adversely affect ratepayers or reliability.

The Subcommittee on Commerce, Manufacturing, and Trade will hold a markup of the draft Targeting Rogue and Opaque Letters Act (TROL Act) beginning at 12:00 p.m. in room 2123 of the Rayburn House Office Building. The TROL Act aims to protect businesses and consumers from abusive patent demand letters, while preserving the ability of patent holders to legitimately protect their intellectual property.
