Look Ahead: Committee Announces Hearing Schedule for the Week of September 7

WASHINGTON, DC - The House Committee on Energy and Commerce today announced its hearing schedule for the week of September 7.

On Wednesday, the Subcommittees on Energy and Power and Environment and the Economy will hold a joint hearing to continue oversight of the Nuclear Regulatory Commission (NRC). Members will examine NRC’s long-term budget and resource planning as well as the proposed rulemaking associated with the Near Term Task Force, which was established in response to the Fukushima Dai-ichi nuclear incident in Japan. The four sitting commissioners will testify. The Majority Memorandum and witness testimony will be posted here as they are available.

Also on Wednesday, the Subcommittee on Health will discuss H.R. 1624, legislation authored by Subcommittee Vice Chairman Brett Guthrie (R-KY). The bill would help protect employees from rising health care costs due to certain requirements under the president’s health care law. The Majority Memorandum, witness list, and witness testimony will be posted here as they are available.

On Friday, the Subcommittee on Environment and the Economy will review the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), which requires federal agencies to identify, assess, and clean up hazardous waste contamination at facilities that they own or use. Members will examine cleanups at federal facilities under CERCLA; including, the transparency of the process, the role of EPA and states in the process, and the efficiency with which cleanups of federal facilities are completed. Also on Friday, the Subcommittee on Health will discuss a number of legislative proposals offered by committee members aimed at strengthening the Medicaid program by reducing waste, fraud, and abuse. Members will continue their efforts to protect Medicaid for the most vulnerable and ensure government operates as effectively and efficiently as possible. The Majority Memorandum, a witness list, and witness testimony will be posted here as they are available.

The bills to be discussed are:

* Draft legislation authored by Subcommittee Chairman Joe Pitts (R-PA) and Rep. Susan Brooks (R-IN), that would encourage territories to create Medicaid Fraud Control Units, an idea included in the president’s budget.

* Draft legislation authored by Rep. Larry Bucshon, M.D. (R-IN), addressing issues raised in a recent report from the Health and Human Services Office of the Inspector General that found health care providers terminated from Medicaid in one state were still participating in Medicaid and CHIP programs in other states.

* H.R. 1570, the Medicaid and CHIP Territory Transparency and Information Act, a bipartisan bill authored by Rep. Gus Bilirakis (R-FL) to require the Centers for Medicare and Medicaid Services to include similar information on the Medicaid and CHIP Programs in the territories on its website as it provides to the states.

* H.R. 1771, authored by Rep. Markwayne Mullin (R-OK), to close a loophole identified by the Government Accountability Office by counting portions of income from annuities of a community spouse as income available to institutionalized spouses for purposes of determining Medicaid eligibility for long-term care services.

* H.R. 2339, authored by Chairman Pitts, which would close a loophole identified by state officials by allowing states, for purposes of determining Modified Adjusted Gross Income (MAGI) for Medicaid and CHIP eligibility, to consider monetary winnings from lotteries and other lump sum payments as if they were obtained over multiple months, even if they were obtained in a single month.

* Updated language for H.R. 2446, authored by Subcommittee Vice Chairman Brett Guthrie (R-KY). This bill requires states to have in place an electronic visit verification system for personal care services.
