WASHINGTON, DC -Energy and Commerce Committee Chairman Fred Upton (R-MI) and Communications and Technology Subcommittee Chairman Greg Walden (R-OR) today sent a letter to Universal Service Administrative Company (USAC) Chief Executive Officer Chris Henderson. The letter builds upon the committee’s ongoing investigation into the waste, fraud, and abuse in the Lifeline program.
Upton and Walden write, “As the designated administrator of the Universal Service Fund, the Universal Service Company plays a critical role in the Lifeline program, including, among other things, the disbursement of program funds and audits of the program and program beneficiaries."
To assist in the committee’s investigation, Upton and Walden request a briefing on USAC program integrity operations and information on the following series of questions:
1. An explanation of all of USAC’s current and planned programs and initiatives to ensure integrity of the Lifeline program spending, including when those initiatives were initiated and performance evaluations of those initiatives.
2. A list of all telecommunications service providers that have participated in the Lifeline program beginning Jan. 1, 2009, to present.
3. All audits, investigations, or reviews of such companies conducted by or for USAC since Jan. 1, 2009, including, but not limited to, a description and summary of incomplete or current audits, investigations, or reviews.
4. Copies of all materials provided by USAC to any FCC Commissioner, including the Chairman, relating to waste, fraud, and abuse in the Lifeline program from Jan. 1, 2012, to present.
5. All written and electronic communications between USAC and the FCC including, but not limited to, the Wireline Competition Bureau, the Office of Managing Director, the Enforcement Bureau, and the office of the Chairman from Jan. 1, 2012, to present relating to:
a. Total Call Mobile, Inc.;
b. Duplicative, fraudulent, or otherwise improper or ineligible enrollments in the Lifeline program.
6. All written and electronic communications between USAC and the FCC’s Office of Inspector General from Jan. 1, 2012, to present relating to:
a. Total Call, Mobile, Inc.;
b. Duplicative, fraudulent, or otherwise improper or ineligible enrollments in the Lifeline program.
7. All written and electronic communications between USAC and Total Call Mobile, Inc. from May 26, 2011, to present.
