#SubEnvironment to Vote TUESDAY on Bill to Reform NSR Permitting Program

WASHINGTON, DC - The Environment Subcommittee, chaired by Rep. John Shimkus (R-IL), today announced a markup for Tuesday, July 17, 2018 at 1:00 p.m. in room 2322 of the Rayburn House Office Building.

Next week, #SubEnvironment will consider H.R. 3128, a bill “To amend section 111 of the Clean Air Act to clarify when a physical change in, or change in the method of operation of, a stationary source constitutes a modification, and for other purposes." Led by Rep. Morgan Griffith (R-VA), this legislation clarifies which types of facility upgrades require an owner to obtain a New Source Review (NSR) permit. This provides more certainty to companies seeking to invest in and improve operations at existing facilities without triggering unnecessary red tape.

“The current uncertainty, complexity, and burdens of the NSR permitting program deter companies from making beneficial economic and environmental investments in existing facilities," said #SubEnvironment Chairman Shimkus. “This bill provides much needed clarity to the NSR permitting process, making it easier for industry to properly maintain and modernize facilities. Ultimately, this will benefit American workers and consumers, while maintaining environmental protections. I thank Congressman Griffith for his efforts on this legislation and I look forward to continuing the committee’s work to advance reasonable updates to our environmental laws."
