Pallone Announces Transition of Top E&C Committee Staff

Energy and Commerce Committee Chairman Frank Pallone, Jr. (D-NJ) today announced a transition of his top Committee staff as longtime Staff Director Jeff Carroll prepares to depart Capitol Hill. With Carroll’s departure, Pallone announced today that Deputy Staff Director Tiffany Guarascio has been promoted to Staff Director and General Counsel Waverly Gordon has been promoted to Deputy Staff Director and General Counsel.

“After 25 years of outstanding service, Jeff Carroll will leave Capitol Hill for the last time as a public servant at the beginning of August," Pallone said. “Over the years, he has become my most trusted adviser, and he is known to Members and staff for his candor, political savvy, and commitment to the little guy. My Congressional office, the Energy and Commerce Committee, the Congress, and the nation have benefited enormously from Jeff’s commitment to achieving meaningful progress for the American people. I’m going to miss him tremendously, but I wish him nothing but the best in his future pursuits."

Carroll has worked for Pallone since he graduated from George Washington University in 1997. Within six years of joining the Congressional office, he had worked his way up to become Pallone’s Chief of Staff, where he served for 12 years. When Pallone became the Ranking Member of the full Committee in 2015, Carroll became the Committee’s Staff Director.

“I am also pleased to announce the promotions of Tiffany Guarascio to Staff Director and Waverly Gordon to Deputy Staff Director and General Counsel," Pallone continued. “Tiffany becomes the first woman to serve as Staff Director of the Energy and Commerce Committee. She has a passion for public policy and for producing results, and there is nobody better suited to serve as the new Staff Director. Waverly has been an invaluable policy and legal adviser since joining the Committee, and I look forward to her stepping into this expanded role.

“With these announcements today, I am confident that the transition will be seamless as we continue our work to crush the pandemic, provide relief to the American people, revitalize our economy, combat climate change, and protect consumers," Pallone concluded.

Guarascio has served as the Deputy Staff Director of the Committee since Pallone became the top Democrat back in 2015, and until 2019 had served as both Deputy Staff Director and Chief Health Adviser. Prior to 2015, she was Pallone’s Legislative Director in his Congressional office, where she also staffed him as Chairman and Ranking Member of the Health Subcommittee.

Gordon has served as the General Counsel of the Committee since last year. She joined the Committee in 2015 as a Counsel on public health and then became Deputy Chief Counsel in 2019. Before joining the Committee, Gordon was Senior Health Adviser for Rep. Jan Schakowsky (D-IL).
