Mr. Markey offered an amendment to Sec. 953 of the R & D title, which is the Advanced Fuel Cycle Initiative. The amendment sought to prohibit cooperative arrangements with and and called for a report from the Secretary of Energy regarding commercial reprocessing of spent nuclear fuel. The House rejected the amendment by voice vote. It was not proffered to the Senate.
The conference adopted two amendments to the DOE Management Title offered by Sen. Bingaman. The first amendment clarifies the responsibilities of the Under Secretary of Science. The second amendment requires the Secretary of Energy, in cooperation with the Freedom Prize Foundation, to support a program of awarding prizes - known as Freedom Prizes - that encourage the development and deployment of technologies that will reduce the dependence on foreign oil.
Chairman Barton noted that all titles which have been adopted are now closed to further amendment unless conferees have previously reserved the right to offer those amendments.
