The US State Department published a two page notice on April 15, according to the U.S. Government Publishing Office.

The notice is focused on Secretary of State's Determination Under the Foreign Assistance Act of 1961 To Provide Assistance to Ukraine.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.
