Levin Statement on Commerce Determination on Chinese Solar Panels

The following press release was published by the U.S. Congress Committee on Ways and Means on Dec. 17, 2014. It is reproduced in full below.

WASHINGTON - Ways and Means Committee Ranking Member Sander Levin (D-MI) today made the following statement in response to the Department of Commerce’s final determination in the antidumping and countervailing duty case regarding solar products from China and Taiwan:

“I very much welcome the Department of Commerce’s decision to levy duties on unfairly dumped and unfairly subsidized solar products from China and Taiwan," said Rep. Levin. “In particular, I want to commend the Department of Commerce for including Chinese panels that are produced from non-Chinese cells in the scope of its order. Chinese producers are currently attempting to evade previously ordered duties by outsourcing a small part of the solar panel production process to third countries in order to avoid duties designed to ensure a level playing field. Today, the Department of Commerce has sent an important signal to the Chinese and others who attempt to circumvent U.S. laws that the United States will effectively enforce its trade remedy laws."

In 2012, Rep. Levin and seven other congressional Democrats sent a letter to the Department of Commerce to highlight this issue. Read the letter here‎.
