April 4: bills handled by Energy and Natural Resources Committee

The Energy and Natural Resources Committee handled S.3989 bill on April 4, according to the US Congress.

Bill S.3989 titled “Landowner Easement Rights Act” was read twice and referred to the Committee on Energy and Natural Resources by the Senate. The bill is sponsored by Kevin Sen. Cramer with John Hoeven, Mike Rounds as cosponsors. Landowner Easement Rights ActThis bill prohibits the Department of the Interior from entering into a conservation easement with a term of more than 50 years. The bill sets forth requirements for the renegotiation of a conservation easement at the request of an owner of land that is subject to a conservation easement that (1) has been in effect for longer than 50 years, or (2) was put into effect before 1977 without the creation of an official corresponding map. Interior shall notify such an owner of the owner's right to submit a request.

The Energy and Natural Resources Committee moves forward in some way on one bill per day.

Most bills have a hearing where those involved explain why they are for or against the bill. Roughly 8,000 bills are addressed by committees each year but only about 800 make it to the floor of Congress, according to ushistory.org.

A 2019 report from the Brookings Institute argued committees aren’t capable of delving fully into the issues they address and are forced to rely on lobbyists.
