Douglas Hoyt is the Acting Deputy Special Envoy for the Global Coalition to Defeat ISIS, the entity which provides leadership and serves as the de facto secretariat for the Global Coalition under the guidance of the Special Envoy. He served as the Director of the Office of the Special Envoy from 2020-21. His previous overseas assignments include: Baghdad, where his portfolio included D-ISIS, Iraqi counterterrorism capabilities, and the Popular Mobilization Forces; Kyiv; Vilnius; and Manila. His previous domestic assignments include the Bureau of Near Eastern Affairs and the Bureau of Counterterrorism. Before joining the State Department, he worked in business in New York City. He has an MBA from the Thunderbird School of International Management and a BA from the College of William and Mary.
