June 14: bills handled by Ways and Means Committee

The Ways and Means Committee handled H.R.8051, H.R.8063 bills on June 14, according to the US Congress.

Bill H.R.8051 titled “To amend the Internal Revenue Code of 1986 to impose an additional 1000 percent excise tax on the sale of large capacity ammunition feeding devices and semiautomatic assault weapons, and for other purposes” was referred to the House Committee on Ways and Means by the House of Representatives. The bill is sponsored by Rep. Jr. Beyer Donald with Alma Adams, Nanette Barragan, Earl Blumenauer, Anthony Brown, Julia Brownley, Andre Carson, Sean Casten, Emanuel Cleaver, Steve Cohen, Gerald Connolly, Dwight Evans, Raúl Grijalva, Sara Jacobs, Pramila Jayapal, Henry Johnson, James Langevin, Barbara Lee, Ted Lieu, Alan Lowenthal, Stephen Lynch, Tom Malinowski, Carolyn Maloney, Betty Mccollum, Kweisi Mfume, Eleanor Norton, Katie Porter, David Price, Jamie Raskin, A. Bill H.R.8063 titled “To amend title XVIII of the Social Security Act to repeal the private cause of action for damages in the case of a primary plan which fails to provide for primary payment or appropriate reimbursement” was referred to the Committee on Ways and Means and in addition to the Committee on Energy and Commerce for a period to be subsequently determined by the Speaker in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned by the House of Representatives. The bill is sponsored by Rep. Scott Schneider Bradley with Gus Bilirakis as cosponsor.

The Ways and Means Committee moves forward in some way on three bills per day, taking one action on average per day.

Most bills have a hearing where those involved explain why they are for or against the bill. Roughly 8,000 bills are addressed by committees each year but only about 800 make it to the floor of Congress, according to ushistory.org.

A 2019 report from the Brookings Institute argued committees aren’t capable of delving fully into the issues they address and are forced to rely on lobbyists.
