July 12: bills handled by Energy and Commerce Committee

The Energy and Commerce Committee handled H.R.8334, H.R.8336, H.R.8337 bills on July 12, according to the US Congress.

Bill H.R.8334 titled “To amend the Communications Act of 1934 to prohibit the use of automated telephone equipment to send unsolicited text messages, and for other purposes” was referred to the House Committee on Energy and Commerce by the House of Representatives. The bill is sponsored by Rep. Raja Krishnamoorthi with Shontel Brown, Danny Davis, Jimmy Gomez, Eleanor Norton, Katie Porter, Mary Scanlon as cosponsors.

Bill H.R.8336 titled “To amend the Clean Air Act to provide for the establishment of standards to limit the carbon intensity of the fuel used by certain vessels, and for other purposes” was referred to the House Committee on Energy and Commerce by the House of Representatives. The bill is sponsored by Rep. Alan Lowenthal with Nanette Barragan as cosponsor.

Bill H.R.8337 titled “To require the Secretary of Energy to carry out a carbon sequestration research initiative, and for other purposes” was referred to the Committee on Science Space and Technology and in addition to the Committee on Energy and Commerce for a period to be subsequently determined by the Speaker in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned by the House of Representatives. The bill is sponsored by Rep. Frank Lucas with Glenn Thompson, Bruce Westerman as cosponsors.

The Energy and Commerce Committee moves forward in some way on three bills per day, taking one action on average per day.

Most bills have a hearing where those involved explain why they are for or against the bill. Roughly 8,000 bills are addressed by committees each year but only about 800 make it to the floor of Congress, according to ushistory.org.

A 2019 report from the Brookings Institute argued committees aren’t capable of delving fully into the issues they address and are forced to rely on lobbyists.
