Assistant U.S. Attorney Charles E. Moynihan, who is handling the case, stated on February 4, 2014, during a pre-arranged meeting, Ruoff sold a.22 caliber revolver to an undercover law enforcement officer for $400.00. The plea is the culmination of an investigation on the part of Special Agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives, under the direction of Special Agent in Charge Delano A. Reid, New York Field Division.

Sentencing is scheduled for March 1, 2016 at 2:00 p.m. before Judge Wolford.
