Aug. 2: bills handled by Ways and Means Committee

The Ways and Means Committee handled H.R.8635, H.R.8640, H.R.8644 bills on Aug. 2, according to the US Congress.

Bill H.R.8635 titled “To amend title IV of the Social Security Act to establish a demonstration grant program to provide emergency relief to foster youth and improve pre-placement services offered by foster care stabilization agencies, and for other purposes” was referred to the House Committee on Ways and Means by the House of Representatives. The bill is sponsored by Rep. Don Bacon with Karen Bass, James Langevin, Brenda Lawrence, Markwayne Mullin as cosponsors.

Bill H.R.8640 titled “To require the Commissioner of US Customs and Border Protection to establish procedures for conducting maintenance and repair projects at ports of entry at which the Office of Field Operations conducts certain enforcement activities, and for other purposes” was referred to the Committee on Homeland Security and in addition to the Committee on Ways and Means for a period to be subsequently determined by the Speaker in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned by the House of Representatives. The bill is sponsored by Rep. Tony Gonzales with Henry Cuellar as cosponsor.

Bill H.R.8644 titled “To establish Joint Operations Centers along the southern border of the United States, and for other purposes” was referred to the Committee on the Judiciary and in addition to the Committees on Ways and Means and Homeland Security for a period to be subsequently determined by the Speaker in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned by the House of Representatives. The bill is sponsored by Rep. David Joyce with Mayra Flores, Susie Lee, Chris Pappas as cosponsors.

The Ways and Means Committee moves forward in some way on two bills per day.

Most bills have a hearing where those involved explain why they are for or against the bill. Roughly 8,000 bills are addressed by committees each year but only about 800 make it to the floor of Congress, according to ushistory.org.

A 2019 report from the Brookings Institute argued committees aren’t capable of delving fully into the issues they address and are forced to rely on lobbyists.
