The Treasure Lake Most Efficient Organization was awarded the contract for the operation of the Treasure Lake Job Corps Civilian Conservation Center in Indiahoma, Okla., on Sept. 10, 2007.
"This competition ensures that the best service provider performs the operations at the Treasure Lake Job Corps Center in the most cost-efficient and effective manner possible," said Reclamation Commissioner Robert Johnson.
The competitive sourcing competition was announced on May 1 in FedBizOpps.gov. The intent of OMB Circular A-76 is to improve productivity and enhance economy of work performed by the government. In compliance with the Circular, the government prepared a Most Efficient Organization and the cost of that MEO became the government's bid. The government's bid was compared using market research to similar Job Corps Centers operated by commercial entities.
Reclamation manages six Job Corps Centers located in Oklahoma, Colorado, Utah, Idaho, and Washington. Overall, there are 120 Job Corp Centers located in 48 states, the District of Columbia and Puerto Rico. Job Corps is the Federal Government's largest, most established, and most comprehensive free volunteer residential training and education program for economically-disadvantaged youth ages 16-24.
