For the past twelve years he participated in program management for dam safety, emergency management, site security and occupational health and safety, serving as the Chief of the Dam Safety Office and then Deputy Director of Security, Safety and Law Enforcement.

He earned his Bachelor of Science Degree in Civil Engineering from Purdue University in 1978 and in 2003 he earned a Master's of Science in Civil Engineering/Water Resources Management from Colorado State University. He also is a graduate of the Department of the Interior's Senior Executive Service Candidate Development Program.
