He worked on Colorado River management issues for Reclamation’s Upper Colorado Regional Office. He has also worked as a consulting engineer and management consultant, leading projects in program management, internal controls, and management improvement for federal agencies.

Springer has a bachelor’s degree and master’s degree in civil engineering from Massachusetts Institute of Technology. He also has an MBA from Cornell University, and is a licensed Professional Engineer and a certified Project Management Professional.
