Sept. 7: bills handled by Foreign Relations Committee

The Foreign Relations Committee handled S.4800, S.Res.753 bills on Sept. 7, according to the US Congress.

Bill S.4800 titled “A bill to establish the John Lewis Civil Rights Fellowship to fund international internships and research placements for early- to mid-career professionals to study nonviolent movements to establish and protect civil rights around the world” was read twice and referred to the Committee on Foreign Relations by the Senate. The bill is sponsored by Sen. John Hickenlooper with Susan Collins, Jon Ossoff, Tim Scott as cosponsors.

Bill S.Res.753 titled “A resolution urging the Government of Brazil to ensure that the October 2022 elections are conducted in a free, fair, credible, transparent, and peaceful manner”. The bill is sponsored by Sen. Bernard Sanders with Richard Blumenthal, Timothy Kaine, Patrick Leahy, Jeff Merkley, Elizabeth Warren as cosponsors.

Most bills have a hearing where those involved explain why they are for or against the bill. Roughly 8,000 bills are addressed by committees each year but only about 800 make it to the floor of Congress, according to ushistory.org.

A 2019 report from the Brookings Institute argued committees aren’t capable of delving fully into the issues they address and are forced to rely on lobbyists.
