The Bureau of Land Management (BLM) complies with the National Historic Preservation Act through a national Programmatic Agreement (PA) between the BLM, the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers. The BLM in Arizona implements this national PA through the use of a State Protocol Agreement -- or Protocol -- with the State Historic Preservation Office (SHPO). This two-party protocol serves to regulate the BLM-SHPO relationship and streamline the consultation process.In 2012, the national PA was revised; therefore, Arizona's Protocol must be revised to reflect these changes. The BLM has posted the draft agreement document at: www.blm.gov. The public is invited to submit comments to: BLM_AZ_ASOWEB@blm.gov. All comments must be submitted by close of business Tuesday, Sept. 30, 2014.
