NPS Approves Right-of-Way Certificate of Access for Inholdings Southwest of Brooks Lake

The National Park Service (NPS) has finalized a Finding of No-Significant Impact (FONSI) for the Olga Lake Right-of-Way Certificate of Access (RWCA) Environmental Assessment. The FONSI describes the NPS decision to select Alternative 2: Issue RWCA Authorizing ORV Trail and Use from KATM 04-137 to KATM 04-136.

The area where the RWCA would be issued is located within designated wilderness. The issuance of a RWCA to access inholdings is required by the Alaska National Interest Lands Conservation Act (ANILCA) and NPS regulation and policy. The RWCA includes the following components:

* Construction of a 3.5-mile long off-road vehicle (ORV) trail connecting two privately owned inholdings within the park;

* The total right-of-way would be seven (7) feet wide and would result in impacts to approximately 3 acres of park lands; and,

* Six (6) pullouts would be required at roughly half mile intervals along the length of the trail to preserve the trail corridor and allow for passing vehicles.

In accordance with NPS policy the FONSI is being made available for public review along with the Revised EA, which includes errata changes based on the NPS responses to public comments received on this project. The Revised EA/FONSI can be viewed using the Planning, Environment and Public Comment (PEPC) system.
