“COST ESTIMATES FOR H.R. 3756, THE DEPARTMENT OF HOMELAND SECURITY CLIMATE CHANGE RESEARCH ACT, AND H.R. 7779, THE DHS RESTRICTIONS ON CONFUCIUS INSTIT” mentioning the U.S. Dept. of Homeland Security was published in the in the Extensions of Remarks section section on page E1094 on Oct. 28.
The Department was built out of more than 20 agencies in 2002. Downsizing the Federal Government, a project aimed at lower taxes and boosting federal efficiency, argued the Department is burdened with "unneeded bureaucracy" which could be handled by other departments or standalone operations.

Mr. THOMPSON. Madam Speaker, I include in the Record the cost estimates prepared by the Congressional Budget Office for H.R. 3756, the Department of Homeland Security Climate Change Research Act, and H.R. 7779, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act.
The cost estimate for H.R. 7779 was not available at the time of the Committee report filing.

The Congressional Budget Act of 1974 requires the Congressional Budget Office, to the extent practicable, to prepare estimates of the budgetary effects of legislation ordered reported by Congressional authorizing committees. In order to provide the Congress with as much information as possible, the attached table summarizes information about the estimated direct spending and revenue effects of some of the legislation that has been ordered reported by the House Committee on Homeland Security during the 117th Congress. The legislation listed in this table generally would have small effects, if any, on direct spending or revenues, CBO estimates. Where possible, the table also provides information about the legislation's estimated effects on spending subject to appropriation and on intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act.

H.R. 3756 would authorize the Department of Homeland Security (DHS) to conduct research on mitigating the effects of climate change on homeland security. For the first four
years after enactment, the bill also would require DHS to report on those activities annually to the Congress. CBO estimates that enacting H.R. 3756 would not affect
direct spending or revenues. CBO estimates that implementing the bill would have an insignificant effect on spending subject to appropriation. The bill contains no
intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.

H.R. 7779 would bar higher education institutions that have relationships with the Confucius Institutes or Chinese entities of concerns from receiving funds from the
Department of Homeland Security (DHS). The bill would require DHS to report to the Congress 10 months after implementation of the bill. CBO estimate that enacting H.R.
7779 would not affect direct spending or revenues. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or
private-sector mandates as defined in the Unfunded Mandates Reform Act.
