We thank the Special Rapporteur for his work. The United States reiterates its unequivocal rejection of extrajudicial execution. We remain deeply concerned that impunity for extrajudicial, summary, or arbitrary killings, including those committed by individuals acting on behalf of a state in another state’s territory, continues to persist globally.
We call particular attention to disturbing reports of retaliatory killings perpetrated by the Taliban against members of the pre-August 2021 government, civil society, and women rights activists since its takeover last year. We condemn these actions in no uncertain terms and call on the Taliban to respect the human rights of all people in Afghanistan.
In Iran, authorities continue to execute individuals denied fair trial guarantees. We are horrified by the reported extrajudicial killings of children during the government’s crackdown on peaceful protests sparked by the death of Mahsa Amini.
We remain concerned about threats and assaults made by the Saudi government against peaceful activists, dissidents, and journalists, including those residing abroad, more than four years after Jamal Khashoggi’s brutal murder, which was an attack on freedom of expression everywhere.
In Bangladesh, reports of extrajudicial killings and enforced disappearances have reduced since the December 2021 designations. We would like to see this trend continue and urge the government to thoroughly and transparently investigate all cases and hold perpetrators accountable. However, we are concerned by the government of Bangladesh’s decision to promote RAB Director General Chowdhury Abdullah Al Mamun, a U.S.-sanctioned individual, to become the new Inspector General of the Police after Benazir Ahmed’s retirement.
Our question is: How can the international community better respond to and prevent future extrajudicial, summary, or arbitrary executions by State actors?
